2 ways. Either at any NHRA sanctioned track (usually in the souvenier shop), or by becoming a member of the NHRA. If you sign up for a subscription of National Dragster, you will receive a rulebook as well as a membership sticker and discount coupons for all National events. Hope this helps, Fanoforce.

You could get one from a track that runs NHRA or go to their website and down load it.
